On March 1, 2022, the School of Economics of our college held a series of lectures on economic development and institutional innovation in conference room 718. The first lecture in 2022 was specially invited by the director of the Industrial Economics Research Office of the Institute of Agricultural Economics and Development of the Chinese Academy of Agricultural Sciences and doctoral supervisor Zhong. Researcher Yu gave an academic report entitled Research on the Bottom Line of Grain Self-sufficiency in my country's Grain Production and Marketing Balanced Areas and Main Selling Areas. The meeting was chaired by Professor Zhang Liguo, Dean of the School of Economics, and Vice President Qiu Ying, Professor Pan Dan, and teachers and students of the school. Be involved together.

Professor Zhong Yu first talked about the current situation of food development in my country. The output of food has increased significantly compared with the past. However, in the macro environment of the tightening economic and trade relations between China and the United States, it is still necessary to pay more attention to food security. Only by ensuring food security can we protect our country. The economy develops steadily. However, in recent years, the gap between production and sales in the main grain sales areas in my country has been increasing, and the production and sales balance area has gradually slipped to the main sales area.

When Professor Zhong Yu discussed the setting of the bottom line of rice and wheat self-sufficiency in the two districts (the main sales area and the production and sales balance area), the focus was on adhering to the bottom line thinking, considering the attributes of grain, balancing various factors, and dividing the varieties, uses, regions, and areas. The crowd is refined in four aspects. The production and sales balance area should at least satisfy the self-sufficiency of the resident population's rice and wheat directly used for rations, while the main sales area should at least satisfy the rice and wheat consumption of the rural resident population. The feasibility of setting the bottom line of rice and wheat self-sufficiency in the two districts was analyzed in detail with quantitative data.

Finally, Professor Zhong Yu drew conclusions and made suggestions on the bottom line of grain self-sufficiency in the two regions in my country, including a correct view of the great practical significance of ensuring a certain self-sufficiency rate in the two regions, and setting the self-sufficiency rate to stimulate the endogenous power of the two regions to curb non-grainization It is very instructive and feasible to incorporate grain area and self-sufficiency rate into the long-term planning of local economic and social development, increase the construction of comprehensive grain production capacity in the two regions, and give full play to the long-term guiding role of the self-sufficiency bottom line in the construction of grain production and circulation capacity.

At the end of the lecture, Dean Zhang Liguo made a summary, and Professor Zhong Yu gave detailed answers to the questions raised by the students. The on-site interaction was very lively, and the lecture was a complete success.
